MPCB orders closure of Eskay Engichem Private Limited for pollution

Pimpri, July 13, 2019 : The Maharashtra Pollution Control Board (MPCB) has closure of private company Eskay Engichem Private Limited, located in MIDC Chinchwad, for allegedly violating pollution control norms. The company manufactures and export bulk drugs, intermediates and specialty chemicals. These cater to the requirements of various industries such as food & beverages, pharmaceuticals and chemicals.

MPCB regional officer Dilip Khedkar issued a notice to the company of July 10 to stop the industry.

According to MPCB letter, the closure has been ordered under section 33A of the Water (Prevention & Control of Pollution) Act, 1974 and under section 31 A of the Air (Prevention & Control of Pollution) Act, 1981 and Hazardous and Other Wastes (Management & Transboundary Movement) Rules, 2016 and amendments thereafter.

A complaint was received from M/s Sardesai Engineering Pvt Ltd on 25.06.2019 regarding disposal of effluent into MIDC drainage network and a Board official visited the comapny on 30.04.2019 & 26.06.2019.

“It is obligatory on your part to provide pollution control systems as it warranted and to operate and maintain the same continuously and effectively so as to achieve the standards prescribed in the consent. ou have not obtained consent for manufacturing of Drug Intermediates. You have not obtained consent for press cum fabrication shop. The Effluent Treatment Plant was not in operation. All the units/tank of ETP were found empty. You have not connected effluent to ETP. You have provided bypass arrangement near ETP. You are discharging untreated effluent directly into nalla. You have removed chimney of Boiler. The scrubber of reaction vessel is in dismantled condition. You have not maintained Hazardous waste generation and disposal”, the letter states.

It further reads, “After going through the record of your case, reports and information of the Board officials and making necessary enquiries, I came to the conclusion that you are knowingly and willfully violating the provisions of the Water(P&CP) Act, 1974 and the Air (P&CP) Act, 1981 and Hazardous and Other Wastes (Management & Transboundary Movement) Rules, 2016. NOW THEREFORE, in exercise of powers conferred upon me by the Board u/s 33A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s .31 A of the Air (Prevention & Control of Pollution) Act, 1981, I direct you to stop your industry forthwith. Also note that, the competent authorities are directed to disconnect water & electricity supply of your industry.”

The Sub-Regional Officer-Pimpri Chinchwad has been directed to serve the directions to the industry and competent authority, keep necessary follow up and submit the compliance report. Also Executive Engineer, MSEDCL, Bhosari Division, has been directed to disconnect the electric supply of above unit, after receipt of these directions and communicate accordingly. The Executive Engineer, Pimpri Chinchwad Municipal Corporation, has been directed to disconnect water supply of above unit after receipt of these directions and communicate accordingly.
