NCPCR dedicates its 9th Foundation Day to Rehabilitation of Children in Conflict With Law
National Commission for Protection of Child Rights (NCPCR) celebrated its 9th Foundation Day at Adharshila Observation Home for Boys, Sewa Kutir Near Kingsway Camp, Banda Bahadur Road in New Delhi today. The Commission dedicated its Foundation Day to” Rehabilitation of Children in Conflict With Law”. During foundation day celebrations, the children were made aware of their rights. An interactive session with these children was also organized where children were made aware about the new Juvenile Justice Act,2015.
While addressing the children, Chairperson NCPCR Ms Stuti Kacker said “It may be noted that the Juvenile Justice Act has been amended recently. The amendments brought in the Act are in the favour of children. The responsibility for monitoring of the implementation of the Act has been given to the National Commission for Protection of Child Rights (NCPCR). NCPCR wants to make sure that all the provisions and facilities may be provided to the children who are staying at the observation home. So that, the children who once go out of the home can be successful citizen of the country.” She added that NCPCR strives to rehabilitate the children in conflict with law and asked the children of observation home to send their suggestions and grievances to the Commission.
Shri Yashwant Jain, Member Law related to Child, highlighted the main amendments made in JJ Act. He said that “The ACT mandates setting up Juvenile Justice Boards and Child Welfare Committees in every district. Both must have at least one woman member each. A juvenile 16 years or older can be taken by the Juvenile Justice Board as an adult in case of serious offences and provisions of IPC may be applied on them”. Addressing the children present, he categorically mentioned that the Commission will not hesitate to take strict action against anyone who violates child rights.
Shri Priyank Kanoongo, Member- Education emphasized that “Skill training especially vocational skills training is important to make progress in life. The skill training enables the person to earn and be successful in life. Therefore, the Commission would like to focus on and want to make sure that the good quality vocational training must be provided to the children staying at the observation home. The vocational training to be linked with quality education.
Ms. Rupa Kapur, Member- Child Health, highlighted the role of counseling and said “Counseling of the children is important for a better and constructive future. NCPCR wants to make sure that the all children staying at the observation home must be provided Counseling by the trained professionals. In addition to the children, the parents of children and other family members may also be provided the counseling so that it will have positive impact on children and their families for a better future “.
An interactive session of children with Guest of Honour, Shri. Gautam Gambhir, Indian cricketer of international repute, was also orgainsed. During the session, children asked some interesting questions and Shri Gambhir motivated the children to follow their interests and do some constructive work to become responsible citizens of India.
