Yakub Memon’s hanging brings security upgrade for neglected Nagpur Central Prison

In the last five days, the Maharashtra government has sanctioned over Rs 50 lakhs for security and infrastructure upgrade at the Nagpur Central Jail, where 1993 Mumbai serial blast convict Yakub Memon is scheduled to be hanged on Thursday, July 30.

The Supreme Court on Wednesday dismissed Memon’s plea against his scheduled execution tomorrow in 1993 Mumbai blasts case. The SC bench did not find fault with the issuance of death warrant by the TADA court.

The Apex court held that after the President rejected his mercy petition, Memon did not challenge that in the court of law.

A tight security has been put in place with commandos from the elite quick reaction team (QR.) deployed outside the jail. Few days back the authorities also conducted aerial surveillance.

Earlier this year in March-April, the jail came under the scanner after five hard-core criminals, who are undergoing a trial for offences under the Maharashtra Control of Organised Crime (MCOCA) Act, Arms Act and robbery, had escaped from the in the wee hours of March 31.

In the search operations, over 100 mobile phones and over 200 SIM cards were recovered from the high-security and ISO-certified Nagpur Central Jail built in 1864.Nagpur Central Jail

After a proposal was moved by the prison department for upgradation of security, the Maharashtra government on Friday approved Rs 22 lakh to put up an overhead grill to cover the open space in the hanging yard cell of the jail. Memon is likely to be hanged there on July 30.

The authorities have build “ceiling-like” iron grill over the open space in the hanging yard cell of the jail.

Meeran Borwankar, Maharashtra prison department chief, had submitted a proposal in this regard on May 27, and it was approved on Friday.

Then on Wednesday, the government approved another Rs 31.19 lakhs for various construction work including putting floor tiles in the barracks.

The prison department head office is situated in Pune. For administrative purpose, the department is divided in four regions namely southern region headquartered at Mumbai, western region in Pune, central region in Aurangabad and eastern region Nagpur. Each region is headed by deputy inspector general (DIG) rank office and one sub inspector from the vigilance cell is supposed to be posted at his office. A deputy superintendent of police (DySP) rank officer should head the the vigilance cell. But in reality all the four posts of sub inspectors at the regional level are vacant, beside the DySP post at the head office.
