Pune: 137 Officers and Employees Of Pimpri-Chinchwad Municipal Corporation Get Promotions On Same Day

Pimpri, 17th October 2023: In a significant development, 137 officers and employees across various departments of the Pimpri-Chinchwad Municipal Corporation (PCMC) have been awarded promotions on the same day. The long-anticipated promotions have brought about a wave of enthusiasm among the beneficiaries. However, a cloud of discontent looms as the clerks of the corporation raise concerns about being left out of the promotion process.

A promotion committee convened a crucial meeting to evaluate the credentials of the officers and employees seeking advancement. This meticulous assessment took into account factors such as educational qualifications, experience duration, seniority of service, confidential reports, disciplinary records, and computer proficiency.

By the promotion committee’s recommendations, a total of 137 personnel were promoted to various positions. These promotions encompass roles such as Executive Engineer (Division)-1, Deputy Engineer (Division)-1, Assistant Health Medical Officer-1, Office Superintendent-21, Chief Clerk-90, Sister Incharge-14, BJ Tantric-3, Group Director-3, Junior Engineer (Department)-2, and Junior Engineer (Est)-1.

The latest promotions follow the approval of the Municipal Service Entry Rules 2020 by the government. Under these rules, employees of various cadres are required to pass the departmental examination before being considered for promotion. However, a significant issue arises as the municipality has yet to determine the policy for departmental examinations despite three years having elapsed since the rule’s approval. To address this gap, the previous Commissioner initiated promotions, considering the Local Self Government Department (LSGD) examination as the qualifying departmental examination based on the pre-approval qualifications.

Nonetheless, this time around, not all employees were eligible for the post of Chief Clerk, resulting in 40 senior employees being deprived of promotions due to their inability to pass the departmental examination, specifically the LSGD examination considered in light of previous merit. The affected clerks argue that this situation runs contrary to the principles of natural justice, and the lack of opportunities for both examinations has cost them timely promotions.

Previously, an examination known as LSGD served as the departmental examination for promotions. While plans were underway to conduct the departmental examination in 2020, the LSGD exam previously held precedence for promoting staff. As a result, Deputy Commissioner of the General Administration Department, Vitthal Joshi, clarified that the LSGD examination served as the departmental exam, ensuring promotions based on these provisions.
