Pune RTO Warns Auto, Two-Wheeler Owners Against Unauthorised Goods Transport

Pune, 23rd September 2026: The Pune Regional Transport Office (RTO) has warned autorickshaw and two-wheeler owners against using passenger vehicles for commercial transportation of goods, stating that such use is not permitted under the Motor Vehicles Act.

The warning comes after the RTO received complaints that some passenger autorickshaws and private two-wheelers were being used to transport goods in the city. The RTO had earlier issued an advisory on July 16, asking autorickshaw owners not to use passenger vehicles for goods transportation. However, complaints regarding the practice have continued.

According to the RTO, vehicles licensed for passenger transport cannot be used for carrying goods commercially. Vehicles found being used for unauthorised goods transportation can face action under Sections 66/192 of the Motor Vehicles Act. For a first offence, a fine ranging from Rs 2,000 to Rs 5,000 can be imposed.

The RTO clarified that autorickshaw passengers can carry their personal luggage, but the vehicle cannot be used for transporting commercial goods.

Similarly, two-wheeler owners can carry their personal belongings provided no part of the luggage protrudes outside the vehicle. However, two-wheelers cannot be commercially used as goods carriers.

The RTO has also directed autorickshaw and two-wheeler owners not to register or onboard their vehicles on any app designed for goods transportation, as their vehicles are not authorised for such use.

The RTO’s flying squads have been instructed to take action against vehicles found transporting goods in violation of the Motor Vehicles Act and related rules.

The advisory was issued by Pune Deputy Regional Transport Officer Swapnile Bhosale in the public interest.
