Rs 10,000-Crore Pune HCMTR Project: Consultant Appointed, DPR to Be Ready in 3 Months

Pune, 23rd September 2026: The Pune Municipal Corporation (PMC) has appointed TPF Engineering Pvt Ltd as the consultant for the proposed High Capacity Mass Transit Route (HCMTR), with a three-month deadline to complete the project’s detailed planning.

The appointment comes after years of discussions over the proposed 36-km elevated circular route, first conceived in 1986 to address the city’s growing vehicle population and traffic congestion.

The project is estimated to cost around ₹10,000 crore, including approximately ₹1,300 crore for private land acquisition. It is proposed to be implemented in four packages.

“TPF Engineering Pvt Ltd has been appointed as the consultant for HCMTR. The detailed project report will be prepared within three months,” said Pavneet Kaur, Additional Municipal Commissioner, PMC.

12 changes made to old alignment
The PMC has modified the earlier HCMTR alignment at 12 locations. According to the civic administration, changes to sections passing through slum areas, the river and densely populated locations are expected to make implementation comparatively easier.

A consolidated plan will be prepared for the entire corridor, while separate package-level plans will facilitate execution.

Land acquisition to be key
Land acquisition will be a crucial step in taking the project forward. PMC officials said a significant portion of the proposed alignment passes through government and civic-owned land, which could reduce the time required for acquisition.

However, 147 houses in Vadgaonsheri are expected to be affected. The civic administration has said the affected residents will be rehabilitated.

The consultant will now undertake the technical and detailed planning required to take the long-pending project towards implementation.
