HCMTR Land Survey Halted on Pune’s Nagar Road After Landowners Raise Notice, Compensation Concerns
Pune, 7th October 2026: The land acquisition process for the proposed High Capacity Mass Transit Route (HCMTR) has hit an initial hurdle, with a land survey for a nearly three-kilometre stretch on Nagar Road being stopped after landowners objected to the exercise.
The survey was planned from Phoenix Mall Chowk on Nagar Road to Survey No. 5 in Vadgaon Sheri. A joint team of Pune Municipal Corporation (PMC) officials, the district collectorate’s land records department, surveyors and representatives of a private consultancy agency reached the site on September 30 to conduct the measurement.
However, several farmers and landowners gathered at the site and opposed the survey, claiming that most of them had not received proper official notices regarding the proposed land acquisition or the measurement.
The landowners claimed that nearly 80% of those affected had not received notices. Some said they learnt about the survey through notices circulated on WhatsApp. They also alleged that notices had been sent to some people whose properties were not affected by the proposed road.
The landowners sought clarity on the exact alignment of the HCMTR, the road boundary shown in the development plan and the portion of their properties that would be affected.
They also sought details about the compensation process, including how much land would be acquired, whether compensation would be paid in cash or through Transferable Development Rights (TDR) or additional Floor Space Index (FSI), and whether the compensation would be based on market rates or ready reckoner rates.
Officials told the landowners that decisions regarding the compensation amount and its mode of payment were not within their jurisdiction.
Following the objections, the survey was stopped and officials prepared a panchnama before leaving the site. The administration has now decided to issue fresh notices and conduct the measurement again. A meeting with the affected landowners is also being planned in the presence of the Haveli Sub-Divisional Magistrate.
PMC Deputy Commissioner (Land Acquisition) Nikhil More said the notices had been generated through the system but contained errors.
“System-generated notices were issued, but there were errors in the process. Therefore, the land survey had to be cancelled. Fresh notices will now be issued and the process will be completed,” More said.
Land surveyor Sunita Kshirsagar said the team had reached the site following instructions from the PMC.
“The landowners provided documents showing that they had not received the notices. Therefore, the survey was cancelled and a panchnama was prepared,” she said.
PMC Superintendent Engineer Pravin Shende clarified that the civic body’s engineers had gone to the site only to indicate the road boundaries as shown in the development plan.
Affected landowner Anil Galande said the landowners had not been given adequate information about the acquisition.
“We have not been given a clear map showing exactly how much of our land will be acquired, nor have the compensation criteria been explained. Conducting a survey without prior information is not appropriate. We will not allow the road work to proceed unless proper compensation is provided,” he said.
The PMC is currently working to complete the detailed project report (DPR) for the HCMTR within the stipulated deadline. The land acquisition department has initiated the process of measuring the land required for the project.
The administration has planned to complete the measurement of the land required for the HCMTR by October 10.
