Pune: PMC Issues Rs 6.43 Crore Penalty Notice to Builder for Unauthorised Road Digging in Sus

Pune, 10th October 2026: The Pune Municipal Corporation (PMC) has issued a penalty notice of ₹6,43,73,760 to Vijay Tukaram Raundal of M/s Teerth Developers for allegedly excavating a 1,760-metre stretch of road without permission to lay an electricity cable for the Teerth Avila residential project in Sus.

The PMC’s Road Department initiated action after the Rayat Swabhimani Sanghatana lodged a formal complaint regarding the unauthorised excavation.

According to the details provided, Teerth Developers is constructing the Teerth Avila residential project on Survey Nos. 127/1 and 127/2 and adjoining land in Sus. To obtain an electricity connection for the project, the developer allegedly excavated the main road and laid an electricity cable without obtaining prior permission from the civic body.
Penalty imposed at three times the prescribed rate

Under the PMC’s road excavation policy, unauthorised digging attracts a penalty calculated at three times the prevailing rate. Accordingly, the Road Department issued a penalty notice for ₹6.43 crore to the developer.

Following the complaint, the department had issued a notice to the developer seeking an explanation for the unauthorised excavation.

However, according to the information provided, the developer did not submit a response or clarification to the notice.
