Pune: PCMC Begins Hawker Certificate Distribution Across Eight Zones After SC Order
Pimpri Chinchwad, 22nd October 2026: Street vendors in Pimpri Chinchwad can finally look forward to receiving vending certificates and identity cards, nearly four years after the civic body conducted a survey in 2022, following directions from the Supreme Court.
The Pimpri Chinchwad Municipal Corporation (PCMC) has begun distributing the certificates and identity cards across all eight administrative zones after the Maharashtra Hawker Kranti Mahasangh approached the apex court over the delay. The court also directed the civic body to identify and establish designated hawker zones.
The vendors had been waiting for official recognition despite being included in the 2022 survey. Meanwhile, the civic administration had been taking action against vendors, including seizing their goods, allegedly without effectively implementing the Street Vendors Act. This had raised concerns over their livelihoods.
The Maharashtra Hawker Kranti Mahasangh filed a petition in the Supreme Court challenging the situation, following which a stay was granted on the action, according to the organisation.
Kashinath Nakhate, president of the Maharashtra Hawker Kranti Mahasangh, said the court’s directions had prompted the civic administration to initiate the distribution process across all eight zones. The organisation had consistently pursued the issues of pending certificates, identity cards, irregular meetings of the Town Vending Committee and delays in establishing hawker zones, he said.
The current process includes completing the required formalities and paying a fee of Rs1,400 for the certificates, Nakhate said. The move is expected to provide registered vendors with official recognition and help protect their rights.
Nakhate appealed to vendors whose names were included in the 2022 survey to contact the PCMC ward office concerned in the area where they conduct their business.
The organisation has also urged the civic body to complete the certificate distribution process for all eligible vendors and establish hawker zones in accordance with the law to ensure an organised system for street vending across the city.
Several representatives of the Maharashtra Hawker Kranti Mahasangh and civic members were present during the announcement.
