Pune, 29th October 2026: Additional Municipal Commissioner Pavneet Kaur has directed a departmental inquiry into the issuance of a final occupancy certificate for a construction project in Hingne Khurd, citing apparent lapses in verifying whether the work had been completed and statutory requirements met.

In a letter to the Pune Municipal Corporation’s city engineer, Kaur said the final occupancy certificate appeared to have been issued even though work at the project, identified as Monte Rosa, was incomplete. She also raised concerns about whether the construction matched the approved plans and whether environmental clearance and the required Consent to Establish and Consent to Operate had been verified.

“The final occupancy certificate appears to have been issued while work was incomplete, without the necessary checks and verification,” Kaur wrote.

Kaur directed officials to suspend the municipal registration or licence of architect Vilas Jagannath Yele, or the licensed architect responsible for the project, for at least one year and place the architect on a blacklist. The letter said the architect had allegedly issued a completion certificate despite incomplete work, thereby misleading the Pune Municipal Corporation.

She also called for ongoing work linked to the project’s owners and developers within PMC limits to be stopped and their submitted construction proposals to be held until further orders. The letter names Tushar Builders and B.K. Infra LLP among those connected with the project.

Kaur further directed that a departmental inquiry be initiated against junior engineer Nishikant Chapekar and deputy engineer Rahul Tikhe over alleged lapses and negligence in the performance of their duties. She asked officials to keep her informed about the action taken.

The letter sets out proposed action and preliminary findings; it does not establish the outcome of an inquiry or confirm that the directed measures have been implemented.
