Pune: PMC Approves Rs 139.92 Crore Tender for Security Guards at 2% Increased Rate

Pune, 11th July 2025: The Pune Municipal Corporation (PMC) has approved a ₹139.92 crore tender for deploying security guards across its various buildings, hospitals, parks, headquarters, and zonal offices. The approval comes after much scrutiny and negotiation, with the final nod given at a marginal 2% rate increase instead of the initially proposed 16–18%.

The tender, issued for a period of three years, covers the appointment of 1,565 security guards. The contract will be divided among three contractors who qualified for the bidding process. The initial bids submitted by the contractors quoted rates significantly above the base value, raising concerns within the civic administration and prompting further discussions.

Officials from PMC confirmed that the tender had sparked controversy from the outset. There were objections related to the terms and conditions, the eligibility of one contractor previously penalized for irregularities, and the high rate quotes. Additionally, questions were raised over the lack of accurate records within the PMC’s security department regarding the number of guards deployed, their work locations, shift details, and actual salaries paid.

“Despite the challenges, the administration has now finalized and approved the tender at a 2% increased rate after engaging in negotiations with the contractors,” a senior civic official said.

The tender approval comes at a time when the PMC’s security department is seeking additional personnel. A proposal for deploying more security staff is expected to be presented before the Standing Committee next week.
