Pune: PMC Commissioner Orders Quality Audit of Development Works Over Rs 5 Lakh; Third-Party Inspections to Begin

Pune, 17th July 2025: In a bid to curb corruption, enforce transparency, and ensure quality in public infrastructure projects, Pune Municipal Commissioner Naval Kishore Ram has announced mandatory third-party inspections for all civic works exceeding ₹5 lakh. The move comes amid rising complaints about substandard work carried out under various development tenders.

According to the directive, a government-run agency — Engineers India Limited — has been appointed to carry out third-party quality assurance inspections across the city. The initiative will cover ongoing and upcoming works until March 2027. Detailed reports on each inspected project — including quality checks and adherence to deadlines — will be submitted directly to the Commissioner’s office.

Importantly, a random selection of any 10 projects or 10% of all tenders, whichever is higher, will be physically inspected by the Vigilance Department. If irregularities or quality issues are found, direct disciplinary action will be taken against the responsible officials — including junior engineers, deputy engineers, executive engineers, and accounts officers.
“Public funds must be used responsibly. Poor workmanship and collusion will not be tolerated. Accountability and quality will now be strictly enforced,” said Commissioner Naval Kishore Ram.

Hundreds of tenders are issued every year by the PMC through its regional offices and central departments. However, complaints of poor execution, delays, and misuse of funds frequently surface — raised by citizens, corporators, and activist groups via PMC Care, Aaple Sarkar, and direct public grievance meetings.
