Pune Tops Maharashtra in HSRP Installation; Flying Squads to Crack Down from December 1
Pune, 22nd October 2025: With the deadline for installing High-Security Registration Plates (HSRP) on vehicles approaching, Pune’s Regional Transport Office (RTO) has emerged as the best-performing office in Maharashtra, while Andheri RTO leads among Mumbai’s four zones.
Vehicle owners have until November 30 to get their HSRP plates; from December 1, the Transport Department will launch strict enforcement measures through flying squads.
Currently, around 60% of vehicles across Maharashtra and 66% in Mumbai have been fitted with HSRP plates. Among Mumbai’s RTO zones, Andheri (Mumbai West RTO) has the highest compliance for older vehicles at 82.73%, while in the Mumbai Metropolitan Region, Vashi RTO has achieved 91% coverage.
Transport officials warn that non-compliant vehicles will face multiple penalties after December 1. “Vehicles without HSRP plates will attract fines, and services like re-registration, modification approval, or license renewal will be withheld. Our flying squads will also take action on the spot,” said an RTO officer.
Challenges in Achieving Full Coverage
Despite active awareness campaigns and appointment-based HSRP installation centers, reaching 100% compliance for older vehicles remains difficult, officials say. “Approximately 20% of older vehicles are either scrapped, seized, or lying unused, often without proper documentation. This makes full coverage challenging,” explained the official.
Vehicle owners have raised concerns about delays at HSRP centers. “Even after booking an appointment, I had to wait three days for my plates because they were being sourced from another city. Some centers are also closed on Sundays, which slows down the process further,” said a Pune resident.
Officials have acknowledged these issues but stressed that owners should plan ahead to avoid last-minute hassles. “We urge vehicle owners to book their appointments early and complete the installation before the November 30 deadline to avoid fines and service restrictions,” added the RTO official.
As the deadline nears, both the RTOs and the Transport Department are stepping up efforts to ensure maximum compliance, but officials warn that delays and logistical challenges may persist in the coming weeks.
