Pune: Underground or Elevated? PMC to Finalise Feasibility for Balbharati–Paud Phata Link Road
Pune, 28th October 2025: Pune Municipal Commissioner Naval Kishore Ram has said that the civic administration is examining both underground and elevated alignments for the proposed Balbharati–Paud Phata link road to ease traffic congestion in the western parts of the city.
Speaking to reporters on Monday, Ram said, “Our priority is to remove traffic bottlenecks and improve vehicular movement across Pune. The focus is on optimally using existing funds to upgrade the current road network and ensure smoother traffic flow.”
The civic chief has been visiting various areas to assess road conditions, review ongoing civic services, and identify practical measures to reduce congestion. In recent days, he carried out on-ground inspections in Wagholi and Dhayari, two rapidly developing zones facing growing traffic challenges.
On the much-debated Balbharati–Paud Phata project, Ram said, “Both underground and elevated options are being studied. We will evaluate the technical feasibility, environmental impact, and cost factors before finalising the alignment. The process for obtaining environmental clearance will begin soon, and necessary budgetary provisions will be made.”
Ram also stated that the PMC was not only focusing on traffic solutions but also aiming to improve sanitation and allied civic services. “We are looking at holistic urban management — better roads, cleaner surroundings, and efficient services,” he added.
The Balbharati–Paud Phata link road has long been viewed as a critical project for decongesting Law College Road, Senapati Bapat Road, and adjoining areas, and the civic body’s renewed attention suggests a move toward finalising the long-pending plan.
