Pune Municipal Corporation to Survey Unauthorized Student Accommodations, Draft New Rules

Pune, 6th December 2025: The Pune Municipal Corporation (PMC) has stepped up measures to address public complaints against unauthorized students and paying guest (PG) accommodations across the city. In a meeting chaired by Additional Commissioner Prithviraj B.P., the civic body decided to conduct a detailed survey of locations where such students are residing and formulate separate regulations to manage these setups.

Large numbers of students from rural Maharashtra migrate to Pune every year to prepare for competitive exams like UPSC and MPSC. Many stay in temporary arrangements, including parking areas of housing societies and unregistered PG facilities. According to complaints received by the civic body, local residents are facing disturbances due to overcrowding and post-exam disorderly behavior.

Senior PMC officials including Deputy Commissioner of the Encroachment Department Somnath Bankar, Deputy Commissioner of Zone 5 Nikhil More, Assistant Commissioner of Kasba–Vishrambag Wada Regional Office Pradeep Awhad, Chief Security Officer Ramesh Shelar, and NCP representative Rahul Dekhne attended the meeting.

Key decisions include immediate action against unauthorized student accommodations in society parking lots, a crackdown on commercial establishments operating late near such clusters, and a joint survey with the Income Tax Department to verify student and PG records. The PMC will also involve the police, with a follow-up meeting planned within 15 days. Prithviraj B.P. confirmed that a review session will be held on December 17 to assess progress.
