Pune: Kalyani Nagar Residents Release Comprehensive ‘Charter of Demands’ for Ward 5; Call for stricter Civic Enforcement and Environmental Accountability

Kalyani Nagar, 17th December 2025: In a decisive move to reclaim the quality of life in their neighborhood, Team Swachh Kalyani Nagar (TSKN), representing the residents of Ward Number 5, has released an extensive two-part “Charter of Demands.” The charter outlines critical issues ranging from pollution control and infrastructure management to civic discipline, appealing directly to elected representatives for immediate redressal.
The residents’ collective vision is clear: they demand a “clean, green, healthy Pune” and insist that the city’s budget allocation should match its significant contribution to the national exchequer.
Environmental Concerns Take Center Stage
Residents have flagged rising Air and Noise Pollution as urgent concerns. The charter highlights a glaring administrative gap, noting that budgets for installing AQI (Air Quality Index) meters and noise measuring units have been approved by the MPCB and PMC but “never used.”
Key environmental demands include:
Air Quality: Prevention of garbage burning along the riverside, strict fines for offenders, and the installation of AQI meters at critical signals.
Noise Control: Establishment of strict “No Honk Zones” (500m around hospitals and schools) and regular monitoring of silence zones.
Waste Management: Implementation of incinerators for sanitary waste, proper biomedical waste disposal, and the mandatory use of Sewage Treatment Plants (STP) to prevent river pollution.
Infrastructure and Mobility
With the Metro now operational, residents are calling for better last-mile connectivity. The charter proposes an internal “Hop-On Hop-Off” E-vehicle circuit within Kalyani Nagar and requests the extension of the Airport-Metro shuttle service to the Kalyani Nagar metro station (currently terminating at Ramwadi).
Furthermore, the residents demanded a policy formulation for the laying of fibre optic cables to eliminate the hazard of hanging overhead wires.
Civic Discipline and Encroachments
TSKN has taken a zero-tolerance stance on illegal encroachments. They are demanding:
Banner-Free Zone: A complete ban on illegal flex banners and the removal of boards belonging to previous corporators.
Pedestrian Rights: Removal of hawkers and business extensions that obstruct footpaths, ensuring they are senior-citizen and child-friendly.
School Safety: Strict enforcement of the ban on liquor and cigarette sales within 500 meters of schools, backed by regular patrolling.
Transparency and Accountability
The charter criticizes the lack of communication regarding infrastructure projects. Residents are demanding that all road repair and infrastructure works display mandatory notification boards detailing the contractor’s obligations and timelines. They emphasize that residents must be consulted before projects that directly affect them are implemented.
“We want all development projects to be taken to citizens who are going to be directly affected and then implemented,” the charter states.
The residents have also requested that essential staff for law and order, traffic, and waste management remain available at all times, refusing to accept “VIP bandobast” or “Election duty” as excuses for civic neglect.
