Disability Certificate Misuse Exposed in Pune ZP, 38 Teachers Face Action

Pune, 19th December 2025: The Pune Zilla Parishad has detected misuse of disability certificates by teachers to obtain transfer benefits, with 38 teachers admitting to using such certificates during the transfer process. The Zilla Parishad has ordered their immediate transfer and decided to initiate departmental inquiries against those involved.

The issue came to light after disability rights organisations complained that more than 400 teachers in the district had allegedly availed benefits meant for persons with disabilities despite being ineligible. Acting on the complaints, Chief Executive Officer Gajanan Patil directed the Deputy Director of Health to verify 176 disability certificates submitted by teachers.

The verification revealed that the disability percentage of the concerned teachers was below 40 per cent, which disqualified them from availing the benefits under existing norms.

Following the findings, the Zilla Parishad issued show-cause notices to 46 teachers, seeking explanations. Replies were received from 45 teachers. Of these, 38 admitted to using disability certificates specifically to secure transfers, while four stated that they had availed the benefit since their initial appointment. One teacher from Purandar passed away while the inquiry was in progress.

Primary Education Officer Sanjay Naikade said that the 38 teachers who misused disability certificates for transfers would be transferred with immediate effect. He added that strict departmental inquiries would be conducted against all teachers found guilty in the matter.
