E-Measurement Version 2 Accelerates Land Survey Clearance Across Maharashtra; Pune Sees 181% Jump in December
Pune, 21st January 2026: The rollout of E-Measurement Version 2, combined with targeted land survey campaigns, has significantly improved the clearance of land measurement cases across Maharashtra, sharply cutting delays and pendency, officials from the Land Records Department said.
Pune district reported one of the most notable improvements in December, with 3,421 land measurement cases cleared — a 181 per cent increase compared to earlier months. Officials said the acceleration has provided long-pending relief to farmers and landowners, for whom delayed surveys often hamper development and legal processes.
Statewide, the Land Records Department receives an average of 2.5 to 2.75 lakh applications every month for land measurement related to sub-division, boundary demarcation, non-agricultural conversion, and regularisation under the Gunthewari Act. Following the introduction of the upgraded digital system and focused district- and village-level drives, the number of surveys conducted has increased by nearly 26 per cent.
The enhanced efficiency has reduced the average time taken to complete land measurement cases from 156 days to 127 days, while overall pendency has dropped to around one lakh cases. Earlier, shortages of survey staff often stretched the completion of a single case to 90–120 days.
Officials said the department has now shifted to village-wise special drives, enabling systematic distribution and faster processing of cases. According to official figures, a total of 2,52,174 land measurement applications have been filed so far. Of these, 21,248 cases were disposed of with the issuance of ‘Form K’, while 1,48,548 cases were cleared through conversion into land acquisition units, leaving 1,08,676 cases pending at that stage.
The impact of intensified efforts became more pronounced in December, when 2,77,524 new cases were registered statewide. During the same period, 27,045 cases were cleared with ‘Form K’ issuance and 1,75,402 through land acquisition unit conversion, bringing pendency down further to 1,06,305. Overall, the disposal rate in December increased by 26 per cent.
District-wise performance data showed Solapur leading with a 215 percent rise in disposals, followed by Jalgaon at 202 percent, Sangli at 183 percent, and Pune at 181 percent.
Additional Settlement Commissioner Dnyaneshwar Khilari said the department expects the momentum to continue. “If the current pace is sustained, the average completion time for land measurement cases across Maharashtra can be reduced to 90 days within the next three months,” he said.
The improved turnaround has raised expectations among farmers and landowners, as quicker surveys are crucial for land development, transactions, and resolving legal disputes.
