Pune: PMC Stays Rs 55 Crore TDR Proposal Linked to Housing Scheme

Pune, 18th February 2026: The Pune Municipal Corporation (PMC) commissioner has stayed a controversial proposal to grant Transferable Development Rights (TDR) worth ₹55 crore to a private landowner in exchange for acquiring land for housing under the Prime Minister Awas Yojana, officials said.

The proposal involved acquiring about two acres of privately owned land at Mohammadwadi for construction of housing under the central scheme. In return, the civic body would have to compensate the landowner with TDR valued at approximately ₹55 crore. However, the civic vigilance department had reportedly issued an adverse remark regarding the land, raising concerns about the proposal.

The issue triggered opposition after it came to light, drawing criticism from political leaders and former corporators. Shiv Sena Pune city chief Nana Bhangire submitted a complaint to Deputy Chief Minister Eknath Shinde, seeking a stay on the proposal and demanding that a technical inquiry committee be appointed to investigate the matter and submit a report. He also urged the commissioner to review the proposal thoroughly.

Former corporators Ujjwal Keskar, Suhas Kulkarni and Prashant Badhe also wrote to the commissioner Naval Kishore Ram, requesting that proposals involving land not reserved in the Development Plan should not be approved.

Civic officials said the commissioner ordered an immediate stay after taking note of the seriousness of the issue and the discrepancies pointed out in the proposal. The matter is expected to undergo further scrutiny before any decision is taken.
