Pune: Schools Cannot Force Parents to Buy Books, Uniforms from Specific Shops, Says State Education Dept

Pune, 20th April 2026: In a major relief for parents, the Maharashtra education department has directed private schools not to compel families to purchase uniforms, books, notebooks or other study material from particular vendors or from the school itself.

According to a circular issued by the education department, parents can buy these items from any shop of their choice, ending a practice that often resulted in higher prices and limited options.

The circular was jointly issued by Director of Education (Secondary and Higher Secondary) Mahesh Palkar and Director of Education (Primary) Sharad Gosavi following a rise in complaints from parents across the state.

Officials said action will be taken against schools found violating the directive. If complaints are received and proven after inquiry, schools may face penalties, though the amount of fine will depend on the nature of the violation.

The department also clarified that schools affiliated to the state board must use only prescribed Balbharati textbooks and cannot force students to purchase books published by private companies.

Under the new guidelines, school managements have been asked to pass resolutions stating that no parent will be compelled to buy uniforms or educational material from designated outlets.

Schools have also been directed to appoint a coordination officer to address such issues and create a formal grievance redressal system, including a dedicated email ID for complaints.

Authorities said parents must be informed about their rights and the new rules to ensure transparency.

The circular warns that if any complaint is lodged, the concerned education or administrative officer must conduct an immediate inquiry. If violations are confirmed, strict administrative and punitive action may follow.
