UDID Card Now Valid for Travel in Divyangjan Coaches on Mail, Express Trains
Pune, 20th April 2026: In a move aimed at improving accessibility in train travel, Indian Railways has clarified that Persons with Disabilities (PwDs) holding a valid Unique Disability ID (UDID) card will be allowed to travel in unreserved coaches earmarked for Divyangjan in Mail and Express trains.
According to the latest directive, PwDs possessing valid UDID cards issued by the Department of Empowerment of Persons with Disabilities (DEPwD), along with those eligible for concessional fares, will be considered bona fide passengers. They will be permitted to travel in designated Second Class Luggage-cum-Brake Van with Divyangjan compartments (SLRD) and Luggage-cum-Second Class Luggage-cum-Brake Van with Divyangjan compartments (LSLRD), subject to holding valid travel authority.
Railways has also instructed that strict action will be taken against unauthorised passengers occupying these reserved spaces. Such violations will be dealt with under provisions of the Railway Act, 1989, to ensure that the facilities remain accessible to intended beneficiaries without disruption.
All Zonal Railways have been directed to issue necessary instructions to officials for effective implementation of the guidelines.
The Divyangjan Card, also referred to as the E-Ticketing Photo Identity Card (EPICS), serves as a railway-issued identity document enabling PwDs to avail travel concessions. The card is issued based on valid disability or concession certificates, with UDID cards accepted for certain categories. Applications for new cards or renewals can be submitted through the Indian Railways Divyangjan portal or the Central Government services portal.
