HSRP Deadline Ends Today: Nearly 15 Lakh Vehicles in Pune Still Without Mandatory High-Security Number Plates

Pune, 30th June 2026: The Maharashtra government’s drive to install High Security Registration Plates (HSRPs) on vehicles registered before April 1, 2019, has fallen significantly short of its target, with more than one crore vehicles across the state—including nearly 15 lakh in Pune—still awaiting the mandatory plates as the compliance deadline ends on Tuesday.

Vehicle owners who fail to install HSRPs now face a fine of ₹1,000 and could also encounter difficulties while availing various services at Regional Transport Offices (RTOs), including vehicle-related transactions that require updated registration details.

Rollout Hampered by Limited Infrastructure
The implementation of the HSRP project has been marred by multiple challenges, including a limited number of authorised vendors, an overburdened online appointment system, insufficient fitment centres, and concerns over the pricing of the plates.

Officials in the transport department acknowledged that the scale of the project required stronger planning.

“Nearly three crore vehicles across Maharashtra were required to be fitted with HSRPs. However, only three manufacturers were appointed for the entire state. A larger network of authorised vendors could have significantly improved the pace of implementation. Several shortcomings became evident after the project was launched in December 2024,” a transport department official said.

Pune Still Has Nearly 15 Lakh Pending Vehicles
According to official data, around 24.28 lakh vehicles under the Pune RTO’s jurisdiction require HSRPs. By Sunday, only 9.44 lakh vehicles had been fitted with the new plates, while appointments had been booked for 11.47 lakh vehicles.

To address mounting complaints, the number of authorised fitment centres in Pune was increased from 76 to 222. Rosemerta Safety Systems Limited has been entrusted with supplying and installing HSRPs in the Pune region.

Pricing Also Draws Criticism
The cost of HSRPs has also emerged as a major concern among vehicle owners.

Currently, HSRPs are priced at ₹531 for two-wheelers, ₹590 for three-wheelers, and ₹879 for four-wheelers in Maharashtra. Additional charges apply for doorstep installation.

In comparison, neighbouring states charge considerably lower rates. Gujarat charges approximately ₹160 for two-wheelers and ₹200 for four-wheelers, while Goa charges around ₹380 and ₹470, respectively.

Officials said the price difference has prompted some vehicle owners to opt for unauthorised duplicate number plates instead of installing certified HSRPs.
Calls for a More Citizen-Friendly System
Vehicle owners have urged the government to simplify the process by organising special HSRP installation camps in residential areas, increasing offline booking facilities, and offering same-day installation at more locations.
With the deadline now ending, transport authorities are expected to begin stricter enforcement against non-compliant vehicles, even as a substantial number of motorists across Maharashtra remain without the mandatory High Security Registration Plates.
