ED Attaches 48 Properties Worth Rs 567.45 Crore in PACL Scam Across Pune, Mumbai and Raigad
Pune, 22th October 2026: The Enforcement Directorate (ED) has provisionally attached 48 immovable properties worth ₹567.45 crore in Pune, Mumbai and Raigad in connection with the alleged PACL financial scam. The properties are reportedly held in the names of Pratik Kumar, his son Ansh Pratik Kumar and companies associated with them.
The action has been taken under the Prevention of Money Laundering Act (PMLA), 2002, as part of the ongoing investigation into the alleged diversion of funds collected from investors across the country.
According to the investigation, PACL and its associated entities allegedly collected more than ₹48,000 crore from millions of investors by offering investment schemes linked to the sale and development of agricultural land. Investors were reportedly offered options to make lump-sum payments or pay in instalments.
However, many investors allegedly did not receive the promised land, leaving substantial amounts of money outstanding.
Investigation Traces Alleged Diversion of Investor Funds
The ED initiated its investigation based on a case registered by the Central Bureau of Investigation (CBI) in New Delhi. The underlying case involves allegations of criminal conspiracy and cheating under Sections 120-B and 420 of the Indian Penal Code.
The CBI has filed a charge sheet and supplementary charge sheets against 33 accused in connection with the alleged illegal investment schemes.
According to the ED’s findings, funds allegedly diverted from PACL and originally collected from investors were used to acquire the properties now attached. The agency has classified the properties as alleged proceeds of crime.
ED Investigation Underway Since 2016
The ED registered an Enforcement Case Information Report (ECIR) in 2016 in connection with the alleged money laundering. A prosecution complaint was filed in 2018, followed by six supplementary prosecution complaints against individuals and entities in 2022, 2025 and 2026.
Pratik Kumar was named as accused number 13 in the first supplementary prosecution complaint filed on August 20, 2022. The special court took cognisance of the matter on September 19, 2022. A non-bailable warrant was subsequently issued against him on April 9, 2025.
Total Attached Assets Exceed ₹30,000 Crore
With the latest action, the total value of movable and immovable assets attached by the ED in India and abroad in connection with the PACL case has reached approximately ₹30,235.21 crore, according to the agency’s reported figures.
The investigation remains ongoing as authorities continue to examine the alleged diversion of investor funds and the assets acquired through them.
