Chhattisgarh Cabinet’s Decision

Chief Minister Dr Raman Singh today chaired cabinet meeting at his residence office. Following important decisions were taken in the meeting-
1) Delimitation of Jila Panchayats in state has increased the number of Jila Panchayats from 18 to 27, resulting in decrease in area of Jila Panchayats. Most of the Jila Panchayats comprises 10-15 members. Under Sub-Section (4) of Section 47 of Chhattisgarh Panchayat Raj Act 1993, Standing Committees should consist of minimum five members. As a few of these Jila Panchayats consist of less than five members, formation of standing committees for these panchayats is not possible at the moment. Hence, decrease in minimum number of members required for formation of standing committees from 5 to 3 is proposed.
Cabinet has authorized Panchayat and Rural Development Department for necessary amendments in Sub-Section (4) of Section 47 of Chhattisgarh Panchayat Raj 1993.
2) Cabinet has decided to present Chhattisgarh Physiotherapy and Occupational Therapy Council Bill 2015 in upcoming session of Vidhan Sabha. This council will be authorized for registration of physiotherapy and occupational therapist and set the quality standards for organizations concerned. Only registered physiotherapists will be allowed to practice in state. Director Medical Education will be the Ex Officio President of the Council and it will consist of six other members. In this bill, provision to penalize physiotherapists of Rs one lakh fine for practicing without registration and that of one-year sentence for subsequent offense, as per the rules, has been included.
3) Cabinet has decided to constitute Range Police Establishment Board, in which Inspector General of Police (IG) of respective range will be the chairman and Superintendents of Police (SPs) of two districts of that range will be the members of this board. This Board will have the power of transferring and posting police officers of Inspector-level within the range.
4) Chhattisgarh Labour Welfare Fund Act 1982 is effective on all those factors and set-ups of organized sector, wherein more than nine employees are working. Under this act, Chhattisgarh Labour Welfare Board has been constituted to ensure social security and welfare of labourers under organized sector. The board is operating a number of schemes for welfare of labourers. Board’s schemes are implemented with contribution of employees and employers, and with the funds received from government.
In Chhattisgarh, more than five lakh workers are employed under organized sector. Aforementioned Act presently has no provision for registration of these workers, owing to which not all the workers are able to avail the schemes in a reasonable manner. Hence, Cabinet has decided to include provision of registration of all the workers of organized sector under Chhattisgarh Labour Welfare Fund (Amendment) Bill 2015.
5) Cabinet has decided to introduce amendment bill in upcoming session of Vidhan Sabha for making State Finance Commission multimember. State Finance Commission makes recommendations regarding what percentage share of state’s revenue should be paid to Panchayats and Urban Bodies for works entrusted to them under Article 243 of Constitution. This Commission is constituted every five years. Presently, Chhattisgarh State Finance Commission Act 1994 has the provision of one Chairman and one member. Keeping in view the roles, responsibilities and significance of Second State Finance Commission, it was recommended that the next state finance commission should be multimember. State Government had accepted this recommendation. In the same sequence, today Cabinet has decided to introduce bill in upcoming session of Vidhan Sabha to include one chairman and two members in commission.
