Government Cancels Haj 2026 Quota of Bakhla Tours & Travels Over Policy Violations

New Delhi, 4th November 2025: The Ministry of Minority Affairs has cancelled the provisional Haj 2026 quota allotted to Mumbai-based Bakhla Tours & Travels, citing violations of the Haj Group Organisers (HGO) Policy and actions detrimental to the transparency of the Haj management process.

According to an official order issued on October 31, 2025, by the Haj Division of the Ministry, Bakhla Tours & Travels was earlier selected as a constituent Lead HGO under the Consortium Haj Group Organiser (CHGO) — M/s Go Makkah Tourism India LLP — for Haj 2025. The ministry had decided to maintain the same HGOs for Haj 2026 as well.

However, the ministry noted that the agency was found to have circulated allegations on social media regarding irregularities in the award of Haj service contracts to M/s Ithraa Al Khair Company by the Government of India. The order described these activities as “detrimental to the integrity and transparency of the Haj management process.”

The order further cited Para 5 of the CHGOs/HGOs Policy for Haj 2025–26, which disqualifies any organiser “not found complying with the laws of the land or involved in wilful non-compliance with the extant policy or laws in force.”

“In view of the above and in order to safeguard the integrity of Haj administration and maintain discipline among all registered organisers, the provisional quota allotted to M/s Bakhla Tours & Travels (under CHGO: M/s Go Makkah Tourism India LLP) for Haj 2026 is hereby cancelled,” stated the order signed by Vikas Mohan, Under Secretary to the Government of India.

The order was issued with the approval of the competent authority and a copy was also marked to M/s Go Makkah Tourism India LLP.
