Maharashtra HSRP Update: Fine and Restrictions From July 1 for Non-Compliance

Pune, 23rd May 2026: The Maharashtra Transport Department has once again extended the deadline for installing High Security Registration Plates (HSRP) on old vehicles, giving vehicle owners time until June 30, 2026, to comply with the rule.

Despite five previous extensions over the past year, nearly half of the vehicles in the state are still without HSRP plates. The department has now warned that strict legal action will begin from July 1 against vehicles not fitted with HSRP.

Officials said vehicles without HSRP will face restrictions on services such as transfer of ownership, addition or removal of hypothecation, re-registration, vehicle modifications, and renewal of permits. A fine of Rs 1,000 will also be imposed under the Motor Vehicles Act.

However, the transport department clarified that vehicle owners who apply for HSRP installation before June 30 will not face action, even if the plate installation process is still pending.

The HSRP rule is mandatory for all vehicles registered before April 1, 2019. Vehicles registered after that date already come fitted with HSRP plates.
According to the Pune Regional Transport Office (RTO), more than nine lakh vehicles in the Pune region have already been fitted with HSRP plates.

Vehicle owners can register for HSRP installation through the Maharashtra Transport Department website. Complaints related to HSRP can be sent to the department’s official grievance email.

Speaking on the issue, Pune Deputy Regional Transport Officer Swapnil Bhosale appealed to citizens to utilise the extended deadline and complete the installation process at the earliest.

Meanwhile, transport association representatives raised concerns over delays in getting appointment dates for HSRP installation and incidents of online fraud in the name of registration assistance. Baba Shinde said many vehicle owners have lost confidence after cheating incidents and demanded that the transport department set up dedicated guidance centres to assist citizens with the HSRP process.
