Model Code of Conduct Not Applicable to Pune Municipal Corporation, Confirms PMC Commissioner

Pune, 4th November 2025: The State Election Commission has enforced the Model Code of Conduct (MCC) across Maharashtra for the upcoming elections to 246 municipal councils and 42 nagar panchayats. However, the Pune Municipal Corporation (PMC) will not come under the purview of this code, PMC Commissioner Naval Kishore Ram clarified on Tuesday.
With this clarification, several new civic projects and development works in Pune are expected to move forward without delays.
The MCC came into effect following the announcement of election dates — polling for municipal councils and nagar panchayats will be held on December 2, while the counting of votes is scheduled for December 3. Speculation had been rife that the code might also apply to Pune city, potentially stalling new tenders and ongoing projects.
However, Ram stated that the state secretariat has confirmed that the code applies only to the areas where elections are being held — the respective municipal councils and nagar panchayats — and not to municipal corporations like Pune.
“When the issue was brought to my attention, we sought clarification from the state secretary. It was clearly conveyed that the Model Code of Conduct for these elections does not apply to the Pune Municipal Corporation,” Commissioner Ram said.
The decision has come as a relief to civic officials and contractors, as it clears the way for the continuation and initiation of several pending development works in the city.
