PMRDA Clears Path For Residential Development In Fringe Areas Around Pune, Pimpri-Chinchwad

Pimpri, 30th September 2026: The Pune Metropolitan Region Development Authority (PMRDA) has cleared the way for residential development on agricultural land in designated fringe areas around Pune and Pimpri-Chinchwad municipal corporations, seven municipal councils and two nagar panchayats.

The decision is expected to provide relief to thousands of landowners and residents in areas surrounding urban local bodies and facilitate planned development, while also bringing greater clarity to road connectivity requirements for obtaining development permissions.

Under the Unified Development Control and Promotion Regulations (UDCPR-2020), residential use is permitted on agricultural land within a prescribed distance of urban local body limits, subject to payment of the applicable premium and fulfilment of other planning requirements.

The prescribed limits are two kilometres from municipal corporation limits, one kilometre from municipal council limits and 500 metres from nagar panchayat limits.

However, development permission in these areas requires a continuous and interconnected road network. To ensure uniform implementation of the provision, PMRDA Metropolitan Commissioner Dr Abhijit Chaudhary has issued a circular laying down a specific procedure for considering development proposals.

The new procedure has been made applicable with immediate effect to fringe areas adjoining Pune and Pimpri-Chinchwad municipal corporations, seven municipal councils and two nagar panchayats under the PMRDA jurisdiction. Lonavala Municipal Council has been excluded from its scope.

Existing And Proposed Roads To Be Considered

Under the new procedure, PMRDA will consider roads shown in the approved Regional Plan, roads from cancelled draft Development Plans, existing roads on the ground and roads proposed with the consent of landowners while processing development permission applications.

Internal roads proposed as part of a development will have to be connected to adjoining plots or the existing road network.

PMRDA will also continue to consider roads shown in cancelled draft Development Plans in development permission proposals in these fringe areas until its new Structure Plan is published.

Where a road of the required width is actually available at the site and provides access to the proposed development, the authority will process the proposal for approval, according to the new procedure.

Premium Of 15% Applicable

The residential use of agricultural land in the specified fringe areas will be permitted subject to payment of a premium at 15 per cent of the rate specified in the Annual Statement of Rates (ASR) for the concerned land.

PMRDA said the new procedure is aimed at addressing the increasing development pressure in areas adjoining cities and ensuring that development takes place in a planned manner.

“Development pressure is increasing significantly in the fringe areas adjoining cities. The provisions under UDCPR will enable residential development in these areas in a planned manner and will also help develop a coordinated network of necessary roads. The new procedure will make residential use permissible and accelerate planned development in these areas,” said Dr Abhijit Chaudhary, Metropolitan Commissioner, PMRDA.

The authority said the procedure is also expected to help curb unauthorised and unplanned development in fringe areas while promoting regulated growth.
