Pune: Bogus Survey Documents Allegedly Used for Zoning Approval in Hadapsar; PMC Seeks Explanation

Pune, 4th June 2026: A serious land records controversy has surfaced in Pune’s Hadapsar area after officials alleged that forged survey documents bearing fake signatures and seals of the Land Records Department were used to obtain zoning demarcation approval for a development project.

The dispute pertains to Survey No. 177 in Hadapsar. During scrutiny of documents submitted for development permissions, authorities reportedly discovered that the survey records attached to the proposal were linked to a property in Manjari village rather than the land in Hadapsar for which approvals had been sought.

According to officials from the Land Records Department, the survey number cited in the submitted documents did not correspond to the disputed Hadapsar property. The findings have raised concerns over the authenticity of the records and the process through which zoning approvals were obtained.

“After examining the documents, it was found that the survey number mentioned does not belong to Hadapsar. The records are linked to land located in Manjari village,” said Vikas Gofane, Deputy Superintendent, Land Records Department.

Officials further suspect that forged signatures and counterfeit seals of revenue authorities were used in the preparation of the survey documents. The allegedly fabricated records were subsequently submitted to the Pune Municipal Corporation (PMC) and reportedly formed the basis for obtaining zoning demarcation approval.

The matter came to light after a complaint prompted authorities to seek verification from the Land Records Department. During the verification process, discrepancies in the survey records were detected, leading civic officials to initiate further inquiries.

Taking cognisance of the issue, PMC’s Building Development Department has issued a notice seeking clarification from the concerned developer, Marvel Group. The civic body has directed the developer to submit a detailed explanation within a stipulated period.

“The Municipal Corporation has received a complaint regarding the matter. An explanation has been sought from the concerned developer, and further action will be taken based on the response received,” said Sandeep Shinde, Deputy Engineer, Pune Municipal Corporation.

According to officials, the developer had applied for construction permission in July 2025 and submitted zoning demarcation documents along with the required plans. However, questions surrounding the validity of the survey records have now cast uncertainty over the approval process.

Responding to the allegations, representatives of Prithvi Proximus residential project maintained that they had complied with all regulatory requirements and had themselves approached the authorities regarding the disputed survey.

“All necessary permissions and No Objection Certificates (NOCs) for the project were submitted to the PMC in December 2025. We have also lodged a police complaint regarding the disputed boundary demarcation allegedly carried out through a bogus survey,” said Amay Kale of Prithvi Proximus.
