Pune: Citizens Body Flags Absence of Masterplan for Nagar Road Flyovers, Metro and Road Works
Viman Nagar, 11th May 2026: The Association of Nagar Road Citizens Forum has raised serious concerns over the lack of a comprehensive masterplan for infrastructure projects on Nagar Road and adjoining areas, warning that uncoordinated development could lead to severe traffic chaos and wastage of public funds in Pune.
In a press note issued on Monday, the forum said that despite multiple large-scale infrastructure projects being planned and executed by different agencies across a nearly 120-km road network in North-East Pune, there has been no integrated planning or coordination mechanism among authorities.
The forum stressed that every developing urban area requires a long-term masterplan covering a 20-30 year horizon, prepared with technical surveys, expert inputs, timelines, standard operating procedures (SOPs), permissions, and inter-departmental coordination.
According to the citizens’ body, neither the Maharashtra Government nor the Pune Municipal Corporation (PMC) has implemented such a planning framework in Pune so far. The forum stated that the absence of masterplans is one of the key reasons why civic projects in the city are frequently delayed, poorly executed, or abandoned before completing their intended lifespan.
The forum said it first approached PMC’s Project Department on December 4, 2023, while the Shastrinagar Flyover and underpass works were underway, demanding the preparation of a comprehensive masterplan for Nagar Road and surrounding areas. However, after repeated correspondence allegedly failed to elicit any response, the forum sent a legal notice to PMC on September 9, 2025.
Following several discussions before the Standing Committee and multiple tender processes, PMC eventually appointed Walter P. Moore Engineering India as consultant for the project through a resolution dated November 7, 2025.
However, the forum alleged that even after the consultant’s appointment, the Project Department has still not finalised a unified infrastructure layout to be shared among all concerned agencies, including Maharashtra State Infrastructure Development Corporation (MSIDC), MahaMetro, PMC departments, and Traffic Police.
The forum highlighted several ongoing and proposed projects that require urgent coordination. These include MSIDC’s proposed two- or three-tier flyover from Shirur to Hyatt Hotel/Phoenix Mall, MahaMetro’s approved Ramwadi-to-Wagholi extension, PMC’s proposed flyovers and grade separators at Shastrinagar and Kharadi junctions, the delayed Shivane-Kharadi bypass project, and the incomplete Sadhu Vaswani Bridge work.
The forum also claimed that Traffic Police were initially unaware of the scale and overlap of the upcoming projects, despite Nagar Road being one of Pune’s major arterial corridors.
According to the citizens’ body, the delay in implementing a masterplan has already resulted in piecemeal and haphazard execution of projects across Nagar Road.
The forum alleged that PMC’s trenching work between Shastrinagar and Yerwada Metro Station has created major traffic bottlenecks, while incomplete land acquisition has delayed the Shivane-Kharadi Road bypass project for over 12 years.
It further stated that congestion at Shastrinagar Chowk has worsened significantly due to unplanned digging works, while recent traffic management measures such as “no signal, only U-turn” arrangements have increased vehicular speeds and made pedestrian crossings unsafe due to the absence of clearly marked U-turn points and pedestrian signals.
Qaneez Sukhrani, Convenor of Nagar Road Citizens Forum, said the city urgently needs coordinated infrastructure planning to avoid long-term traffic paralysis and inconvenience to commuters.
