Pune: Citizens Demand UDCPR Implementation Across PMRDA Jurisdiction After Draft Development Plan Scrapped

Pune, 29th September 2025: Following the scrapping of the draft development plan for the Pune Metropolitan Region Development Authority (PMRDA), citizens have demanded that the Unified Development Control and Promotion Regulations (UDCPR), currently applicable to townships and 23 villages merged into the municipal corporation limits, be extended across the entire PMRDA jurisdiction.

Established on March 31, 2015, PMRDA initially covered around 814 villages. Building permission rights in 117 villages have since been transferred to the Maharashtra State Road Development Corporation.

The state government had first implemented building control regulations for the PMRDA jurisdiction on November 21, 2018. Later, in April 2023, UDCPR was introduced but applied only to townships, benefiting merely 15 to 20 areas.

When 23 villages from the PMRDA limits were merged into municipal corporation boundaries, PMRDA retained the authority to grant building permissions, and UDCPR rules were applied in these villages. However, Sudhirkaka Kulkarni, president of the Citizens’ Rights Committee, alleged that PMRDA has neglected applying UDCPR rules to the remaining areas under its jurisdiction.

Since the draft development plan has been officially scrapped, only the Regional Plan (RP) will now remain applicable in PMRDA limits. The state government has made UDCPR mandatory in areas where the RP is in force, meaning the regulations automatically apply across the PMRDA jurisdiction. Kulkarni has demanded that the authority immediately implement UDCPR building regulations to ensure consistency and transparency.
