Pune: Know Details How Industries Can Function During Lockdown

Pune, 9th April 2021: Sadashiv Survase, Joint Director, Industries held an interactive session with members of the CII today.

Survase informed the members that the industry can work as routine, operations can run in all three shifts including Saturday and Sunday as they work normally.

Movement of employees & Workers: Post discussion with the police, PMC and PCMC, especially about the movement of employees and workers – all the officials have assured that the employee movement would not be restricted, only they need to carry their company ID card and show their ID card whenever asked similar to how they have followed during the previous lockdown. So, the workers, as well as the employee or the staff, they need to keep their ID card with them. And, for the contract labours, the letter to be issued by the respective companies will do. In case of any issue of movement of staff, the industry can reach out to Joint Director Industries or District Collector and they will take it up.

Corona Tests: The majority of industries have the concerns about the RT-PCR tests. After 10th April, the employees or the workers that are coming to the factory have to undergo an RT-PCR test with the negative report and then they are allowed to work in that particular industry.

Survase clarified that people who have taken one dose or both doses of vaccines; need not go for the test, vaccination certificates are more than enough.

He further clarified that Industry for their employees may opt for either RT-PCR or Rapid Antigen Test. Most of the industries are not in positions to do the RT-PCR tests so they can go for Antigen tests which can be organised in their campus only. Until and unless all the employees are either gone through vaccination or any of the above test, they would not be allowed to work from Industry premises.

Revised Guidelines for Supply chain/ Logistics Management: Industries supply chain, the warehouses or the shops, which are supplying the raw materials and if they are closed then the spare parts / other raw material will not be made available.

Survase mentioned that they had a detailed discussion with the Secretary of Industries, as well as the Industries Commissioner, and they have agreed that they are coming with the revised guidelines so that the supply chain shops and the traders would be allowed to operate.

Oxygen Supply: The Government has issued a notification stating that 80% oxygen will be reserved for medical use and 20% will be allowed to use in the industries. Users have to issue the necessary permissions from FDA for industrial oxygen. The FDA Joint Commissioner would be the issuing authority for the necessary permissions or use of industrial oxygen, depending on the availability of the oxygen.

He also clarified that continuous production processes are very critical processes in pharma applications. But for other applications, the oxygen will be given on priorities with the recommendations from the Joint Director Industries office.

Survase requested industries to curtail some of the production processes where industrial oxygen is required.

Vaccination centres: Industries can open vaccination centres at their premises where they have 100+ employees for vaccination provided they have the waiting rooms, medical room for vaccination and post-vaccination room for observations. Even MSMEs can cohesively organize vaccination centres.
