Pune Metro Line 3: A Saga of Delays and Traffic Chaos; Execution By Tata Realty-Siemens Joint Venture Under Scrutiny
Reported by Tikam Shekhawat
Pune, 19th December 2024:The Pune Metro Line 3 project, designed to connect Hinjawadi to Shivajinagar, has become a tale of repeated delays, frustrating citizens and worsening traffic congestion across the city on this route.
Managed by Tata Realty-Siemens (TRIL-Siemens) under the Pune Metropolitan Region Development Authority (PMRDA), the project faces significant setbacks, including delays in key milestones like the integrated double-deck bridge. Without essential infrastructure in place, critical components like Siemens’ signal operations cannot be completed.
Despite ongoing construction, sources indicate that the Metro Line 3 project is unlikely to meet its revised deadline of March 2025, potentially exposing the TRIL-Siemens consortium to huge penalties from PMRDA for non-compliance, if it fails.
Missed Deadlines and Construction Bottlenecks
Initially slated for completion by the end of 2024, the 23.3 km elevated metro line has seen slow progress on crucial fronts. For instance, the double-deck bridge near E Square remains incomplete, leading to daily traffic chaos for commuters. While the project promises to reduce travel time between Hinjawadi and Shivajinagar to just 35–40 minutes, its sluggish pace has raised doubts about the feasibility of the revised timelines.
Efforts by Punekar News to obtain a comment from Alok Kapoor, CEO of Puneri Metro, about the project’s progress and timeline were unsuccessful, with no response at the time of publication. Adding to citizens’ frustration, the official Pune Metro Line 3 website has not been updated since August 2024, leaving the public uninformed about the current status of the project. Questions are now being raised about the lack of transparency, with many wondering why the TRIL-Siemens JV has failed to provide accurate progress updates online.
Administrative Intervention
Amid rising public concerns, Pune Police Commissioner Amitesh Kumar also visited the construction site near University chowk and criticized the project’s slow pace. He pointed out the severe traffic congestion caused by incomplete work and urged the responsible officers to expedite progress and alleviate the hardships faced by daily commuters. Critics argue that as seasoned infrastructure developers, TRIL-Siemens should have better anticipated challenges like traffic disruptions and accounted for them in their project planning & Real time Execution. This raise questions about TRIL-Siemens JV Pune Team’s Capability to Handle Such key project with in the stipulated Time Frame Agreed upon with Government authorites and the commitment to Punekars.
Project Overview
Pune Metro Line 3, also referred to as Puneri Metro, is the first urban Mass Rapid Transit System (MRTS) project awarded to a private consortium by PMRDA. Launched in 2018, the ₹8,313-crore project encompasses land acquisition, utility shifting, and construction expenses. Once operational, the metro line is expected to significantly ease commuting within Pune’s IT and residential corridors.
Ongoing Oversight
Senior PMRDA officials have reportedly reprimanded the TRIL-Siemens JV for their inability to meet deadlines, closely monitoring day today progress in an attempt to salvage the timeline. However, with substantial work still pending, skepticism lingers over whether the Tata-Simens JV be in position to complete the project by March 2025.
Citizen Concerns
The persistent delays have fueled public dissatisfaction, casting doubts on the project management capabilities of TRIL-Siemens and the accountability of the contractors. Additionally, the inefficiencies have intensified concerns about the viability of public-private partnerships for large-scale urban infrastructure projects.
While officials assure the public of improved oversight and accelerated construction, the ground reality tells a different story. For now, Pune’s citizens are left to endure relentless traffic snarls and construction detours, awaiting the day when Pune Metro Line 3 finally delivers the promised relief.
