Pune: PMC Accused of Paying Rs 37 Crore Extra for Green Waste Processing
Pune, 27th July 2026: Former corporator Avinash Bagwe has alleged that the Pune Municipal Corporation (PMC) paid a contractor company an additional ₹37-38 crore for processing green waste generated from municipal gardens, despite several processing facilities being non-operational.
Bagwe alleged that instead of processing the waste as intended, green waste is being dumped illegally at multiple locations across the city. He has demanded an inquiry into the PMC’s contract with Unity Green Solution Private Limited and sought clarification from both the civic administration and the company.
The PMC awarded the contract to Unity Green Solution Private Limited in February 2022 for processing garden and tree waste. Bagwe questioned why a contract originally tendered for 10 years was subsequently extended to 20 years.
Under the project, the company was allotted sites at Hadapsar, Katraj, Pashan, Koregaon Park, Kalyani Nagar, Peshwe Park and Aundh, among other locations. The contractor was expected to process 150 metric tonnes of waste daily. A tipping fee of ₹3,000 per metric tonne was fixed for the initial five years of the contract.
According to documents obtained through the Right to Information (RTI) Act and his own inspection of the sites, Bagwe claimed that the company submitted bills amounting to around ₹49 crore. After various deductions, the PMC paid ₹45.45 crore to the contractor.
However, Bagwe claimed that the actual work carried out was worth only around ₹7.5-8 crore, raising questions over the payment of the remaining amount.
Allegations of illegal dumping
Bagwe alleged that most of the processing facilities, except those at Aundh and Peshwe Park, are currently non-operational. He further alleged that waste is being dumped without permission at locations including Gujarwadi, Vadgaon, Malunge and Lohgaon.
He also raised questions over the alleged use of manually prepared bills instead of electronic weighment receipts and claimed that records showed quantities of waste exceeding the processing capacity of the facilities.
Other allegations include a lack of provident fund (PF), Employees’ State Insurance (ESI) benefits and safety equipment for workers. Bagwe also alleged that penalties were not imposed despite violations of contractual conditions.
Bagwe warns of legal action
Bagwe warned that if the PMC administration fails to take action, he will approach the Lokayukta, National Green Tribunal (NGT) and courts and seek recovery of the allegedly misappropriated amount from the officials and contractor responsible.
He has also demanded that the PMC administration and Unity Green Solution Private Limited issue a clarification on the allegations and explain the payments made under the contract.
