Pune: PMC Corporators Propose Cash Reward for Citizens Helping Catch C&D Waste Violators
Pune, 6th August 2026 : Amid a rise in the illegal dumping of construction and demolition (C&D) waste on roadsides, riverbanks, drains and open spaces across the city, NCP corporators at the Pune Municipal Corporation have proposed rewarding citizens who help the civic body catch offenders.
The proposal, submitted before the Pune Municipal Corporation’s (PMC) Standing Committee, seeks to award Rs 5,000 to any citizen who provides evidence leading to action against a vehicle involved in illegally dumping construction debris. The reward would be paid from the Rs 10,000 fine recovered from the violator.
The proposal comes at a time when the city is witnessing a surge in new construction and redevelopment projects, resulting in a sharp increase in construction waste. While the civic body’s Solid Waste Management Department has proposed a dedicated facility for recycling construction debris, no concrete action has been taken to operationalise the project.
As a result, construction waste is allegedly being dumped indiscriminately on government land, private open plots, riverbanks, drains and other public places, creating environmental concerns and affecting the city’s cleanliness.
The municipal corporation currently imposes a Rs 10,000 penalty on vehicle owners caught dumping construction debris at public places. However, corporators said the existing enforcement has failed to curb the practice effectively.
To strengthen enforcement, NCP corporators Suraj Lokhande, Dipali Doke and Gaurav Ghule have proposed involving citizens in the drive. Under the proposal, any resident who submits credible evidence leading to the identification of an offending vehicle would receive Rs 5,000 from the fine collected from the violator.
The corporators said the incentive would encourage greater public participation, help curb illegal dumping of construction debris and contribute to keeping public spaces clean. The civic administration is yet to take a decision on the proposal.
