Pune: PMC Fines Malpani Group Rs 5.48 Crore for Road Excavation Without Permission
Pune, 27th October 2026: The Pune Municipal Corporation (PMC) has imposed a fine of Rs 5.48 crore on Malpani Group for allegedly excavating roads without permission to lay electrical cables for a construction project in Baner.
The action relates to a project on Survey No. 33/1/9. The Aam Aadmi Party (AAP) has demanded that the civic body recover the penalty immediately.
Raviraj Baban Kale, president of AAP’s Maharashtra Youth Wing, claimed that his follow-up on the issue led to the punitive action. However, this claim could not be independently verified.
Kale has also demanded that the PMC issue a notice to halt work at the company’s other construction projects in Pune if it fails to pay the penalty.
According to Kale, the PMC’s Road Department sent a letter to the executive engineer of the Building Development Department on October 12, 2026, regarding the matter. The next steps the civic body takes to recover the penalty remain to be seen.
Kale also referred to an earlier case involving a construction project on Survey No. 23 in Balewadi, where roads were allegedly excavated without permission. He said the PMC had imposed a penalty of Rs 1.28 crore in that case and subsequently recovered the amount.
AAP has demanded an inquiry into Malpani Group’s other ongoing construction projects in Pune to determine whether roads were excavated without permission to lay electrical cables. Kale warned that if anyone attempted to protect the company, the party would approach the municipal commissioner and seek action against those responsible.
