Pune: PMC Makes Land Acquisition NOC Mandatory for Construction Permissions on Roads Proposed for Widening

Pune, 3rd October 2026: The Pune Municipal Corporation (PMC) has made it mandatory for developers to obtain a No Objection Certificate (NOC) from its Land Acquisition and Management Department before securing construction permission for properties located along roads proposed for widening under Section 210.

PMC Commissioner Naval Kishore Ram has issued a circular directing building department officials to obtain the NOC before granting temporary or final construction permission for such properties. The directive is to be implemented with immediate effect.

Under the new procedure, officials will have to conduct a site inspection after receiving a construction proposal. They must verify whether the property falls within the land required for road widening and whether the PMC has taken actual possession of the affected portion.

The Land Acquisition and Management Department will also have to verify whether the landowner has received the applicable compensation and whether the required land has been formally handed over to the civic body. Officials must further check whether the developer has left the prescribed front margin in accordance with the proposed road width.

Construction proposals can be approved only after these details have been verified and the department has issued an NOC.

The commissioner has warned that officials who approve construction proposals without the mandatory NOC will be held responsible if their actions result in financial losses to the PMC. The circular specifically places this responsibility on the concerned executive engineer and deputy engineer of the building department.

PMC Road Department head Rajesh Bankar said roads are widened under Section 210, but in several cases, the acquired land is not formally recorded in the civic body’s name.

“This creates difficulties when the civic body later has to take possession of the land. The NOC requirement has been introduced to avoid such complications and prevent financial losses to the PMC,” Bankar said.

What Is Section 210?
Section 210 provides for road widening within municipal limits. Such proposals are taken up to widen narrow roads carrying heavy traffic, address congestion and improve traffic movement.

According to officials, construction permissions are sometimes granted before the PMC formally takes possession of the land required for widening. This can subsequently lead to disputes and delays in securing the land.

The new procedure aims to ensure that land acquisition, possession and related documentation are verified before construction permissions are granted, reducing the risk of future disputes and financial losses to the civic body.
