Pune: PMC to Go Fully Digital for Building Approvals, Land Records to be Linked
Pune, 26th May 2026: In a major push towards end-to-end digitisation of civic services, the Pune Municipal Corporation (PMC) is set to integrate its building permission system with the state land records department, enabling a fully online workflow from land measurement to issuance of completion certificates.
The PMC’s Building Plan Management System (BPMS) will be linked with survey maps maintained by the land records department, officials said. The move is expected to streamline the construction approval process and eliminate the need for repeated visits to government offices.
Authorities believe the integration will also improve transparency and help reduce procedural delays and irregularities.
At present, applicants seeking building permissions within PMC limits are required to submit survey maps issued by the land records department. However, changes in measurement procedures and overlapping conditions introduced in the past had led to procedural confusion and coordination issues between the two departments, ultimately affecting citizens.
The matter was later resolved following the intervention of Revenue Minister Chandrashekhar Bawankule, after which both sides agreed to develop a unified digital system. A high-level meeting recently cleared the proposal to link records, and a memorandum of understanding (MoU) between PMC and the land records department is expected soon.
Although PMC already provides online building permission services, technical limitations often force applicants to physically submit documents despite online applications.
Under the proposed system, duplication of work will be removed and the entire process is expected to become seamless and fully digital.
The land records department maintains detailed property maps and records across the city. These will be integrated with development plan markings, allowing online processing of applications. After physical verification, the updated survey copy will be shared with PMC.
Once construction is completed and the completion certificate is issued by the civic body, the land records department will automatically update its records based on PMC data, officials said.
