Pune: PMC to Launch API-Based Building Permission System; Baner, Kothrud Chosen for Pilot Project

Pune, 16th July 2026: The Pune Municipal Corporation (PMC) has initiated the implementation of an Application Programming Interface (API)-based system to improve accuracy, transparency, and efficiency in the building permission process. The project will be launched on a pilot basis in Baner and Kothrud, following approval from the Standing Committee for the implementation of a Memorandum of Understanding (MoU) signed with the Department of Land Records.

Standing Committee Chairman Shrinath Bhimale said the committee has approved the proposal submitted by the civic administration to facilitate the execution of the MoU and begin the pilot project.

The MoU was signed on July 3 between the Pune Municipal Commissioner and the Settlement Commissioner and Director of Land Records. Under the new system, Building Permission GIS-as-a-Service technology will be used to integrate and verify geo-referenced land parcel data, Development Plan (DP) zoning, cadastral records, and other land-related information. Based on this verification, applicants will receive a certified location report.

According to the PMC administration, the API-based platform is expected to significantly reduce the time, manpower, and repeated verification currently required to cross-check architects’ plans with land records and the Development Plan during the building approval process.

For the pilot phase, applicants will be required to pay an application fee of ₹5,000, along with an additional charge of ₹3 per square foot of the proposed construction area. The collected fees will be managed through a joint escrow bank account operated by the Pune Municipal Corporation, the Department of Land Records, and the designated technology company.

The Municipal Commissioner has already granted administrative approval for the project. With the Standing Committee’s approval in place, the civic body will now proceed with implementation under the terms of the MoU.

If the pilot project in Baner and Kothrud proves successful, the PMC is expected to roll out the API-based building permission system across the city in a phased manner.
