Pune: PMPML Issues Second Circular Warning Against Instagram Reels on Buses; Warns of Strict Action Against Violators

Pune, 5th January 2026: The Pune Mahanagar Parivahan Mahamandal Ltd. (PMPML) has issued a second official circular reiterating its ban on the creation of Instagram Reels, videos, and photographs inside buses and on PMPML premises, warning of disciplinary and legal action against employees and private operators found violating the directive.

The latest circular, released by the Transport Management Office on September 2, 2025, makes it clear that on-duty drivers and conductors involved in filming or participating in social media content creation will face disciplinary proceedings. The notice also holds employees accountable if they are found assisting or facilitating content creators, commonly referred to as “reel stars,” during such activities.

According to the circular, several cases have been reported where PMPML buses, electronic ticketing machines (ETMs), identity cards, uniforms, depots, and offices were used without permission to shoot and circulate content on social media platforms. PMPML stated that such unauthorised use violates internal rules and damages the organisation’s professional image and public credibility.

The directive explicitly states that no photographs, videos, or reels may be recorded inside buses, depots, offices, or garages without prior written approval from the competent authority. The restriction applies not only to PMPML employees but also to social media influencers, YouTubers, and other content creators. Officials have been instructed not to grant permission for such shoots without proper authorisation.

PMPML has warned that strict disciplinary action will be taken against any employee found breaching the guidelines, in accordance with service rules. Deputy Chief Transport Managers have been directed to circulate the circular among private bus operators and ensure that drivers and conductors are adequately informed.

The notice further states that if any content creator misuses PMPML property, equipment, or official identification, or circulates unauthorised content online, criminal complaints must be registered against those responsible.

The second circular signals PMPML’s firm intent to curb unauthorised social media activity across its transport network and to safeguard discipline, safety, and public confidence in the city’s public transport system.
