Pune, 16th October 2026: Developers in the Pune Metropolitan Region must now produce proof of assured water supply to obtain building permissions and occupancy certificates, under revised norms issued by the Pune Metropolitan Region Development Authority (PMRDA).

The circular, issued by commissioner Abhijit Chaudhari, replaces the September 2, 2024, directive and takes immediate effect.

Developers must obtain a water availability certificate from the competent authority confirming that the supply will meet the proposed project’s requirements. “Earlier, it was just a mere water affidavit. This has changed with this circular,” a PMRDA official said.

Depending on the source, the certificate can be issued by the zilla parishad, Maharashtra Jeevan Pradhikaran, MIDC, Pune or Pimpri Chinchwad municipal corporations, the local municipal council or nagar panchayat, or the water resources department.

Projects relying on wells or borewells that cannot obtain certification from these authorities must secure a water availability certificate from the Groundwater Surveys and Development Agency (GSDA).

The norms also cover residential layouts, bungalows, farmhouses, resorts, hotels and industrial and commercial establishments with independent water sources. These projects must provide the required water availability undertaking for building permissions and occupancy certificates, officials said.
