Pune: Registration Department Issues Strict Orders After Irregularities in Government Land Deals
Pune, 15th November 2025: After irregularities in the registration of government land parcels in Mundhwa and Tathawade came to light, the Registration and Stamps Department has issued strict directives to prevent further lapses. Through a circular, the Joint District Registrar has issued a detailed advisory to all sub-registrars, emphasising that no document should be registered without thoroughly verifying the remarks on the 7/12 extract and the property card.
Officials have been instructed not to clear any transaction if restrictive notes appear on these land records, unless a valid No Objection Certificate (NOC) from the concerned government authority is submitted.
The guidelines follow the enforcement of the Registration (Maharashtra Amendment) Act, 2023, which came into effect via a state gazette notification on April 28, 2025.
Sub-registrars must now verify updated 7/12 extracts, property cards and zoning certificates, and ensure mutation entries are not overlooked during the registration process. The department believes these measures will help curb illegal transfers of government land.
The urgency behind these directives intensified after it was discovered that a deed (No. 685/2025) for Survey No. 20 in Tathawade (Mulshi taluka) was registered despite a clear restriction prohibiting its sale without prior approval from the Commissioner of Animal Husbandry, who holds possession rights over the land.
Taking serious note, the Joint District Registrar has ordered that no further documents related to this property be registered without approvals from the Revenue and Animal Husbandry departments.
Additionally, the plot is to be immediately placed under the “negative list” to prevent any future unauthorised transactions.
