Pune: SEBC Students No Longer Required to Submit Income Proof for Fee Reimbursement; Non-Creamy Layer Certificate Now Mandatory

Pune, 31st January 2025: The Maharashtra government has abolished the requirement of submitting income proof for students from the Socially and Educationally Backward Classes (SEBC) category seeking tuition and examination fee reimbursement. Instead, the submission of a non-creamy layer certificate has now been made mandatory.
With the enactment of the Reservation for SEBC Act, 2024, the state has implemented a 10% reservation in public sector appointments and admissions to educational institutions under its jurisdiction. In line with this, new guidelines have been issued regarding the issuance of caste certificates and non-creamy layer certificates to facilitate the implementation of SEBC reservations.
The Other Backward Classes Welfare Department has extended this policy to students from Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and Special Backward Classes (SBC) who are enrolled in select professional courses. This applies to students studying in government, non-government aided, and private unaided institutions, including technical colleges and government universities across Maharashtra.
Executive Officer Prashant Waman of the General Administration Department has issued orders formalizing the shift from income proof to the mandatory submission of a non-creamy layer certificate.
