Pune: Setback for Parth Pawar as CCRA Upholds Rs 21 Crore Stamp Duty in Mundhwa Land Case
Pune, 13 th May 2026: In a setback to Amadea Enterprises LLP, firm owner by Rajya Sabha MP and son of Deputy Chief Minister Parth Pawar in the controversial Mundhwa land transaction case, Maharashtra’s Chief Controlling Revenue Authority (CCRA) has upheld an earlier order directing the firm to pay Rs 21 crore in stamp duty along with a 1 per cent penalty for availing an unauthorised exemption.
The order, passed by CCRA and Inspector General of Registration Ravindra Binwade on April 28, dismissed the appeal filed by the firm against the December 10, 2025 order of the Joint District Registrar and Collector of Stamps. The penalty amount had reached Rs 1.46 crore as of December 19, 2025.
The dispute pertains to the registration of a sale deed executed on May 20, 2025 involving a 40-acre erstwhile Mahar Watan land parcel in Mundhwa. The transaction, valued at Rs 300 crore, was carried out between Amadea Enterprises LLP and Sheetal Tejwani, who acted as power of attorney holder for 272 original landholders.
Amadea Enterprises LLP has links to NCP MP Parth Pawar, with Parth Pawar and Digvijay Patil listed as partners in the firm. The Annual Statement of Rates (ASR) valuation of the land was pegged at Rs 294.65 crore.
Officials from the registration department said the final decision was taken after granting the firm an opportunity to present its case. The authority concluded that the exemption claimed in the transaction was not admissible and confirmed the recovery of deficit stamp duty and penalty.
The order stated that the firm could challenge the decision before the state government within 60 days under provisions of the Maharashtra Stamp Act.
