What Happens If You Don’t Install HSRP Before June 16? RTO Services Will Be Denied

Pune, 11th June 2025: The Maharashtra Transport Department has issued an urgent appeal to vehicle owners to install High Security Registration Plates (HSRP) on all vehicles registered before April 1, 2019, in compliance with a Supreme Court order and the Central Motor Vehicles Rules, 1989.

The directive follows the apex court’s verdict in a writ petition mandating the installation of HSRPs on older vehicles to enhance road safety and standardize vehicle identification. As per Rule 50 of the CMVR, all vehicles—regardless of their category—must be equipped with tamper-proof high-security number plates.

The state’s Transport Commissioner’s Office is expediting the process of HSRP installation across Maharashtra. Special instructions have been issued to speed up implementation through regional transport offices (RTOs).

From June 16, 2025, the RTOs will halt processing of all vehicle-related services—except fitness certificate renewal for old transport vehicles and license/RC renewal for private vehicles—for owners who have not installed HSRPs. This includes vehicle transfers, change of address in RCs, hypothecation services (addition or removal of loans), issuance of duplicate RCs or NOCs, and vehicle modifications.

However, owners who have already scheduled an appointment for HSRP installation will be allowed to proceed with other vehicle-related services upon presenting a valid receipt. The Deputy Regional Transport Officer (RTO) of Pimpri Chinchwad confirmed this in an official letter.

Authorities have urged citizens to act swiftly and book their HSRP installation slots to avoid delays or service disruptions.
