Building approval process in Mumbai to go online by May 15

Venkaiah Naidu terms it a major step in promoting transparency

Mumbai | May 6, 2016: Approval for building projects in Mumbai will be made online beginning May 15, 2016.  Speaking at the inauguration of a Workshop on Ease of Doing Business for Construction Permits in Mumbai today, Union Minister for Urban Development, Mr. Venkaiah Naidu said the move of the Municipal Corporation of Greater Mumbai (MCGM) will bring revolutionary change in the perception about system.  “Since the approvals will be online, there will be no person-to-person contact, so there will be no hand to hand contact either” Mr Naidu said, making it clear that the move was aimed at bringing in transparency.

 The three municipal corporations of Delhi are also implementing the online approval process.  “I would like to see such a system in place in all the 4,041 urban centres of India”, Mr. Naidu said.

The Minister said digitization was a great tool of promoting ease of doing business.  He said the Model Building Bye-Laws 2016, provides structural framework to help in creating a single-window integrated plan approval process.  “It will be helpful to eliminate human interaction and there would be no need to roam from one counter to another to fill up different forms. All the clearances granted shall be communicated online”.

The Minister informed that a common application form has been designed and the Urban Local Bodies have been asked to upload the Standard Operating Procedure and FAQs on their website for easy understanding.  Mr Naidu said all the necessary approvals should come through in 30-60 days.

Speaking on the occasion Maharashtra Chief Minister Mr. Devendra Fadnavis appealed to members of builders association to take up construction of 1 lakh affordable houses to fulfil the dream of housing for all.  Stressing on the importance of digitization, Mr. Fadnavis said we should use latest technology not only to facilitate construction permissions but also to keep a watch on illegal constructions.

Mayor of Mumbai Ms Snehal Ambekar,  Maharshtra Chief Secretary, Mr. Swadheen Kshatriya and Urban Development Secretary Mr. Rajiv Gauba were also present at the workshop.
