Online System for NA and Minor Mineral Permits to Speed Up Land Development Approvals
Pune, 25th June 2025: In a significant move to enhance transparency and efficiency in the land development process, the Pune district administration has decided to make the Non-Agricultural (NA) land conversion permission process fully online, along with permits for minor mineral use.
To simplify the minor mineral permit process, the administration has already developed a dedicated portal which has helped curb irregularities and resolve procedural issues. Now, this digital transformation is being extended to NA permission, a mandatory requirement for land development following municipal construction approvals.
At present, once a municipal corporation grants construction permission, a letter is issued to the developer to apply separately to the revenue department for NA conversion. This offline process can take up to two months, especially for lands classified under “Class 1” category. Reports of unnecessary delays and manipulation have prompted the administration to move the system online.
The new integrated system will link the AutoDCR platform (used for submitting building proposals) with the minor minerals portal and the NA permission module. This will eliminate the need for multiple physical visits and reduce turnaround time significantly.
District Collector Jitendra Dudi stated, “The administration is prioritizing digitization of services. The work on developing a unified online system for granting NA permissions is underway and will be rolled out soon.”
Once implemented, this system is expected to streamline land development permissions across the district, minimizing bureaucratic hurdles and improving the ease of doing business.
