One Year of ITMS on Mumbai-Pune Expressway: Rs 270 Crore in E-Challans, but Rs 250 Crore Remains Unpaid

Pune, 9th July 2025: The Intelligent Traffic Management System (ITMS), launched a year ago to regulate vehicular speed and improve road safety on the Mumbai-Pune Expressway, has issued a staggering ₹270.47 crore in fines through e-challans to 27 lakh drivers. However, only a small fraction of violators — just 1.6 lakh vehicle owners — have paid their fines, leaving an outstanding amount of nearly ₹250 crore.

The ITMS was implemented on July 19, 2024, by the Maharashtra Transport Department to curb accidents caused by speeding, lane violations, and other traffic infractions. Under this system, the maximum speed limit is set at 100 km/h for light vehicles, 80 km/h for heavy vehicles, and 40 km/h in ghat sections and steep turns. Additionally, seat belts were made mandatory, and strict monitoring for violations such as mobile phone usage, lane cutting, overloading, illegal parking, and wrong-way driving was introduced.

According to the Pimpri-Chinchwad Sub-Regional Transport Office (RTO), fines are automatically generated through the ITMS system based on traffic surveillance and camera footage. Of the ₹270.47 crore in fines issued via e-challan in the past year, only about ₹30 crore has been recovered. The remaining amount, close to ₹250 crore, remains unpaid.

“Details of drivers with high e-challan dues have been shared with local RTO offices. These offices will now initiate recovery procedures at the local level,” said Sandesh Chavan, Deputy Regional Transport Officer, Pimpri-Chinchwad. He added that e-challans have been sent to the mobile numbers registered with the violators’ vehicle details.
