Online Hypothecation Removal Now Live: No More RTO Visits for Loan Clearance

Pune, 16th July 2025: In a major relief for vehicle owners who have taken loans, the process of clearing the ‘Loan Hypothecation’ on vehicles will now be completely online, eliminating the need to visit the Regional Transport Office (RTO) in person.

Under the new faceless service initiative, once a vehicle loan is repaid, the concerned bank will directly send the ‘no dues’ certificate to the RTO through the central ‘Vahan’ system. This move is expected to save time, reduce paperwork, and simplify the process for thousands of citizens.

How It Worked Earlier
Previously, vehicle owners had to:
Obtain a loan clearance certificate from their bank after repayment.
Visit the RTO with the document.
Surrender the old Registration Certificate (RC) book.
Receive a new RC reflecting the cleared loan status.
Now, all these steps will be integrated into a digital workflow through the Vahan portal.

Part of Central Government’s ‘Faceless’ Initiative
This development is part of the Central Government’s broader push to deliver civil services in a faster, transparent, and contactless manner using digital technology. The Maharashtra Transport Commissioner has officially issued a circular to implement this service across the state.

“The online process is transparent. Once the application is submitted, the bank will automatically send the loan clearance certificate to the RTO. Citizens will no longer need to submit any physical documents,” said Transport Commissioner Vivek Bhimanwar.

How the New Process Works
The vehicle owner must apply online via the RTO portal.
Identity verification will be done through an OTP sent to the Aadhaar-linked mobile number.
It will be checked whether the applicant’s Aadhaar name matches the name in RTO records.
After verification, the system will request the No Objection Certificate (NOC) from the connected bank.
The owner must upload Form 35 and other necessary documents digitally.
There is no need to physically visit the RTO or submit any hard copies.

Banks Now Connected to Vehicle System
As of now, 35 to 40 banks across India have been integrated into the RTO’s Vahan system. Borrowers who took vehicle loans from these banks will benefit from the new faceless loan clearance service.

This reform is expected to significantly ease the burden on citizens and reduce the workload at RTOs, enhancing the overall efficiency of the transport department.
