Pune: PMC Announces ‘Abhay Scheme’ Offering 75% Penalty Waiver on Property Tax Arrears

Pune, 7th November 2025: The Pune Municipal Corporation (PMC) has announced a major relief for property owners by introducing the Abhay Scheme to clear pending property tax dues. Under the scheme, a 75 percent waiver will be given on penalty amounts for all types of properties, including those in the newly merged villages. The scheme will be implemented from November 15, 2025, to January 15, 2026, Municipal Commissioner Naval Kishore Ram informed.
A total of 4,97,172 property holders will be eligible to benefit from the new Abhay Scheme. According to PMC data, the total outstanding principal tax from these properties stands at Rs 3,158 crore, while the accumulated penalty amounts to Rs 9,002 crore. If all eligible property holders avail themselves of the scheme, the civic body expects to recover around Rs 5,500 crore during the two-month window.

However, the Municipal Commissioner clarified that property owners who have already availed the benefits of a previous Abhay Scheme will not be eligible this time. As many as 1,40,437 property holders had benefitted earlier and together owe Rs 900 crore in arrears. “Strict action will be taken against properties that do not clear pending dues, especially those that have already received prior relief,” said Commissioner Ram.
The civic administration hopes that the new scheme will boost revenue collection and help reduce the mounting backlog of property tax dues while providing a one-time opportunity for citizens to settle long-pending payments with significant penalty relief.
